The 2026 Latvian State Scholarships are designed to support talented international students from over 30 partner countries in pursuing higher education at Latvian universities. Open to Bachelor’s, Master’s, and PhD students, these scholarships provide a monthly stipend to ease the financial burden of studying abroad and encourage academic excellence and international academic exchange. Administered by the State Education Development Agency (VIAA), the programme reflects Latvia’s commitment to building long-term educational partnerships with countries across Europe, Asia, Africa, and the Americas.

Benefits of the Scholarship
This scholarship will provide the following to its recipients:
- A monthly stipend of €500 for Bachelor’s students
- A monthly stipend of €600 for Master’s students
- A monthly stipend of €700 for PhD students

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be a citizen of one of the 39 eligible countries that have signed an agreement on cooperation in education and science with Latvia
- Bachelor’s applicants must have already successfully completed at least 1 academic year at any higher education institution
- Master’s and PhD applicants must hold a degree from a previous higher education institution
- Must choose and be accepted into a study programme at a Latvian higher education institution prior to applying — a valid confirmation letter from the designated contact person at the chosen institution is required
- Each applicant may submit only one application per open call
- The scholarship cannot be awarded concurrently with other grants
- Must be physically present in Latvia for at least 15 calendar days per month to receive the scholarship
- Travel expenses to and from Latvia are not covered by the scholarship
- International students can receive the Latvian state scholarship for a maximum of two terms during their studies

Selection Criteria
Qualified students for the 2026 Latvian State Scholarships will be selected based on a combination of academic background, quality of the motivation letter, relevance of the study plan, strength of recommendation letters, and overall alignment with the evaluation criteria established by the VIAA evaluation committee. All complete applications submitted by the deadline will be assessed, and the final decision on granting scholarships will be communicated to applicants by email in June 2026.
