The VLIRUOS ICP Connect Study Scholarships are fully-funded opportunities for students from 29 eligible developing countries in Africa, Asia, and Latin America to pursue accredited international study programs taught in English at Flemish universities and universities of applied sciences. The scholarships cover tuition fees, travel, insurance, and living expenses (board and lodging) for the complete duration of programs including professional bachelor’s degrees (3 years), initial master’s degrees (2 years), and advanced master’s degrees (1 year) across diverse fields including agriculture, aquaculture, development studies, epidemiology, food technology, statistics, water resources, sustainable development, human settlements, governance, and more.

VLIRUOS is Belgium’s leading funding body for academic scholarships and partnerships between institutions in Flanders and partner countries across the Global South, focused on global sustainable development and aligned with UN Sustainable Development Goals. The organization supports higher education capacity building through two main streams: ICP Connect scholarships for studies in Flanders, and institutional partnerships for customized training. Flemish higher education institutions participating in ICP Connect programs offer world-class education combining theoretical rigor with practical applications, strong research components, and international perspectives. Located in Belgium’s Dutch-speaking northern region, Flanders provides a multicultural European environment with high quality of life, excellent infrastructure, and a strategic location for exploring Europe.

Eligibility Criteria

To be eligible for this scholarship, applicants must meet the following:

  • Must hold nationality from one of 29 eligible countries in Africa, Asia, and Latin America
  • Must reside in any of these 29 eligible countries at time of application
  • Bachelor’s or Initial Master’s applicants: Cannot be older than 35 as of January 1 of intake year
  • Bachelor’s applicants specifically: Must be at least 19 years old by January 1 of intake year
  • Advanced Master’s applicants: Cannot be older than 45 as of January 1 of intake year
  • Preference given to candidates employed in higher education, government, or civil society
  • Must NOT have previously received scholarship from Belgian government to attend any study program
  • Must NOT have enrolled in study program at Belgian higher education institution before January 1 of intake year
  • Preference given to candidates who haven’t studied in higher income country (bachelor or master) before
  • Must demonstrate motivation reflecting competence in knowledge/skills transfer and sustainable development themes
  • Must show commitment to becoming “agent of change” after studies
  • Must meet any additional criteria imposed by individual institutions

Selection Criteria

VLIRUOS ICP Connect scholarships seek future agents of change who will contribute to societal transformation in their home countries after completing studies. Selection follows objective evaluation based on motivation and professional goals reflecting competence in transferring knowledge/skills and highlighting sustainable development themes relevant to the program, with emphasis on candidates’ potential and commitment beyond just academic results. Professional experience is weighted heavily, with preference for candidates demonstrating greater chance of implementing newly gained knowledge in sustainable development contexts (higher education, government, civil society, or private sector), thereby contributing to positive societal change.
