The Konrad-Adenauer-Stiftung (KAS) International Scholarship Programme is one of Germany’s most prestigious and values-driven scholarship initiatives for international students fully funded by the German Federal Foreign Office and awarded annually to outstanding students and doctoral candidates from non-EU countries who wish to pursue or continue their Bachelor’s, Master’s, or PhD studies at a recognised German university. More than a financial award, the KAS scholarship is explicitly designed to identify and support future leaders who combine exceptional academic achievement with a genuine commitment to democratic values, civic engagement, and social responsibility reflecting the Foundation’s core mission of strengthening democracy, the rule of law, human rights, and social market economy principles worldwide.
The Konrad-Adenauer-Stiftung, named after West Germany’s first Chancellor Konrad Adenauer, is one of the six major German political foundations (politische Stiftungen) and the largest scholarship-awarding foundation in Germany by total number of funded scholars. Founded on Christian democratic values and guided by a deep commitment to European integration, social justice, and global democratic development, KAS operates across more than 120 countries through a worldwide network of offices and partner organisations making it one of the most globally connected and politically influential academic foundations in Europe.
Benefits of the Scholarship
This scholarship will provide the following to its recipients:
- Monthly stipend of €992 for Bachelor’s and Master’s students (up to 2 years)
- Monthly stipend of €1,400 for doctoral candidates (up to 3 years)
- Health and long-term care insurance subsidy of up to €120 per month upon request
- Family allowance of €276 per month (where spouse resides in Germany for at least 3 months and income does not exceed €450/month)
- Child allowance of €250 per child per month for children residing with the scholar in Germany (documentation required)
- Reimbursement of university-related course fees of up to €1,500 per semester in Germany
- Financial support for research stays abroad for PhD scholars (conferences and symposia excluded)

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be an international student from a non-EU country; EU citizens are not eligible for the international programme (separate domestic scholarship track exists for EU citizens)
- Must be enrolled in or planning to enrol in a Bachelor’s (from the second semester onward), Master’s, or PhD programme at a German university or higher education institution
- Bachelor’s applicants must have successfully completed at least two semesters at a German university at the time of application
- Master’s applicants must intend to enrol in a minimum four-semester (2-year) Master’s programme at a German university — 3-semester programmes (e.g. some LLM courses) are not eligible
- Must demonstrate minimum B2 level German language proficiency, evidenced by a recognised language certificate (e.g. Goethe-Institut, TestDaF, DSH, or equivalent)
- Must demonstrate strong academic performance — secondary school and university studies should have been completed with good to excellent grades, with evidence of intellectual curiosity beyond the applicant’s primary field
- Must identify with the values and ideas of the Konrad Adenauer Foundation — including commitment to democracy, rule of law, human rights, and social responsibility — and be able to reflect critically and constructively on social and political topics
- Must demonstrate regular and meaningful civic engagement — in politics, social work, church activities, culture, or similar community-based activities
- Must be willing to actively participate in KAS’s non-financial support programme, contribute to local university group life, and play an active role in the scholar community during and after the funding period

Selection Criteria
The KAS international scholarship selection is a rigorous, multi-stage process that evaluates each applicant against four core dimensions that the Foundation considers equally important and inseparable from one another. The first dimension is academic excellence candidates are expected to have achieved consistently strong results throughout their secondary and university education, to demonstrate intellectual curiosity that extends beyond their primary field of study, and to show clear evidence of academic ambition and the capacity for high-level independent research or professional achievement. The second dimension is values alignment the Foundation places significant weight on each applicant’s genuine identification with the principles of the Konrad Adenauer Foundation, including a personal and demonstrable commitment to democratic values, the rule of law, pluralism, and human rights.
