The Malaysia International Scholarship (MIS) is a flagship initiative by the Malaysian Government, managed by the Ministry of Higher Education (MOHE), designed to attract outstanding international graduates from around the world to pursue postgraduate studies at leading Malaysian universities. The scholarship supports Malaysia’s broader aspiration to become a globally recognised centre of academic excellence by attracting, motivating, and retaining talented human capital from abroad. Open to citizens of eligible recipient countries spanning ASEAN, Commonwealth nations, and many other countries including China, Japan, South Korea, Saudi Arabia, Turkey, Egypt, Brazil, and more, the scholarship covers full tuition fees paid directly to the university and provides a monthly living allowance of RM 1,500, paid every four months upon submission of an academic progress report to MOHE.

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be a citizen of one of the eligible MIS 2026 recipient countries, including ASEAN nations, Commonwealth countries, and selected others
- Must intend to pursue full-time postgraduate studies (Master’s or PhD) in Malaysia, or must currently be enrolled in full-time postgraduate studies at an eligible Malaysian university with a minimum of two semesters remaining before the end of the study period
- Must not be more than 40 years old for Master’s programmes, or not more than 45 years old for PhD programmes, at the time of application
- For Master’s applicants: must hold a Bachelor’s degree with a minimum CGPA of 3.00 or Second Class Upper (Honours) equivalent
- For PhD applicants: must have excellent academic results at Master’s degree level in a field closely related to the intended PhD study
- For Master’s by Research or PhD applicants: must submit a written research proposal of at least 1,000 words relevant to the chosen field of study
- Must demonstrate English language proficiency through TOEFL, IELTS, or proof that the previous degree was taught entirely in English (IELTS is not mandatory if prior degree was English-medium)
- Must upload all required documents in PDF format via the online application system, including certified copies of passport, academic transcripts, grade system documentation, two letters of recommendation, and a personal statement
- Scholars are responsible for independently arranging their travel to Malaysia; travel costs are not covered

Selection Criteria
Applications are evaluated on a competitive merit basis. Selection is based on the applicant’s overall academic record, the quality and originality of the research proposal and its potential contribution to the advancement of technology and human wellbeing, and the applicant’s demonstrated communication, writing, and reading skills in English. Priority is given to applicants proposing research in the designated priority fields of study. Strong academic achievement combined with a well-developed and clearly articulated research proposal represents the most competitive profile for this scholarship.
