The Shanghai Municipal Government Scholarship was initiated in 2006 with strategic objectives to advance international student educational development throughout Shanghai and attract increasingly greater numbers of exceptional international scholars and students to East China Normal University (ECNU). This distinguished scholarship initiative reflects Shanghai’s dedication to cultivating global academic excellence and fostering international educational cooperation.
East China Normal University, established in 1951, represents one of China’s most prestigious comprehensive research universities and holds membership among the nation’s “985 Project” and “211 Project” elite institutions. Located in Shanghai—China’s most cosmopolitan metropolis and global financial center—ECNU provides world-class academic programs across sciences, humanities, social sciences, education, business, and arts. Benefits of the Scholarship
This scholarship will provide the following support to recipients:
Type A (Full Scholarship):
- Complete tuition fee exemption for entire program duration
- Free campus accommodation throughout study period
- Comprehensive medical insurance coverage
- Monthly living allowance:
- Doctoral students: CNY 3,500 per month
- Master’s students: CNY 3,000 per month
- Undergraduate students: CNY 2,500 per month
Type B (Partial Scholarship):
- Complete tuition fee exemption for entire program duration
- Comprehensive medical insurance coverage
- Other benefits

Eligibility Criteria
To be eligible for this scholarship, applicants must:
- Possess non-Chinese citizenship and maintain good physical health
- Meet educational background and age requirements according to intended degree level:
For Bachelor’s Degree Programs:
- Hold high school diploma or equivalent
- Be under 25 years of age
For Master’s Degree Programs:
- Possess bachelor’s degree or equivalent
- Be under 35 years of age
For Doctoral (PhD) Degree Programs:
- Hold master’s degree or equivalent
- Be under 40 years of age
- Not currently hold any other Chinese government scholarship
- For Chinese-taught majors: Have obtained HSK (Hanyu Shuiping Kaoshi) certificate of level 5 or above
- For English-taught programs: Submit documentation proving English language proficiency
- For Music and Fine Arts majors: Submit portfolio of personal creative works

Selection Criteria
Applications are reviewed through a comprehensive evaluation process that considers academic excellence as evidenced by transcripts and prior achievements, demonstrated research or study potential through well-developed plans and relevant preparation, and the overall quality and professionalism of submitted materials. Candidates must also meet the required language proficiency standards—HSK Level 5 or higher for Chinese-taught programs or verified English proficiency for English-taught ones—and provide strong academic recommendations for graduate studies. The selection further emphasizes alignment between the applicant’s academic interests and ECNU’s program requirements, while PhD candidates are additionally assessed on the quality of their published research and other scholarly outputs, and applicants in Music or Fine Arts are evaluated on the creativity and caliber of their submitted portfolios.
