The MOFCOM Scholarship-CSC Program 2026 is a prestigious fully funded scholarship program sponsored by the Ministry of Commerce of the People’s Republic of China, designed to foster high-end business officials and managerial personnel from developing countries. The program offers two-year to three-year master’s programs and three-year doctoral programs for educating high-end and interdisciplinary talent working in applied fields of government, trade, foreign affairs, agriculture, technology, education, culture, and health. Since 2015, the program has focused on sponsoring young and middle-aged talents from recipient countries to pursue postgraduate degree education in China, building intellectual capacity and facilitating economic and social development.

All programs are fully conducted in English at 26 designated top-tier Chinese universities including Peking University, Tsinghua University, Fudan University, and other prestigious institutions. The program is administered by the China Scholarship Council (CSC) and provides comprehensive financial support including tuition exemption, free accommodation, monthly stipend, international airfare, medical insurance, and a one-off resettlement fee. The scholarship aims to strengthen communication and cooperation between China and other countries, stimulate economic cooperation, and develop future leaders committed to promoting friendly exchanges between their home countries and China.

Eligibility Criteria

To be eligible for this scholarship, applicants must:

Be a citizen of a developing country (not People’s Republic of China).
Be under 45 years of age.
Be healthy physically and mentally with physical examination report from local public hospital.
NOT have any of the following conditions:
- Diseases prohibited by Chinese Entry-Exit Inspection and Quarantine Laws
- Severe chronic diseases (high blood pressure, cardio-cerebrovascular disease, diabetes)
- Psychological diseases or infectious diseases harmful to public health
- In recovery period after major surgery or acute disease
- Severe physical disability
- Pregnancy
Have at least 3 years working experience.
For Master’s programs: Hold a bachelor’s degree.
For PhD programs: Hold a master’s degree.
Be incumbents with relevant educational background or working experience to applied program.
Have sufficient English proficiency equivalent to IELTS 6.0 or TOEFL 80 and above.
Have potential for professional development and be committed to promoting friendly exchanges and cooperation between host country and China.
Not currently studying in China or admitted to other Chinese government scholarship programs.
Obtain approval and recommendation from relevant department of host country.

Selection Criteria

The MOFCOM Scholarship-CSC selection process evaluates candidates based on their professional standing, academic credentials, and potential for leadership. Applicants must be high-level professionals including public officials of division level and above in government sectors, senior management staff in organizations and enterprises, or academic backbones at universities and research institutions. At least three years of working experience is mandatory, demonstrating professional maturity and practical expertise. Academic excellence is assessed through bachelor’s degrees for master’s applicants and master’s degrees for PhD applicants, along with complete transcripts. English proficiency must meet academic requirements equivalent to IELTS 6.0 or TOEFL 80 minimum.
