The ICP Connect Scholarship – Master of Transportation Sciences at Hasselt University is a fully funded 2-year multidisciplinary master programme supported by VLIRUOS (Flemish Interuniversity Council-University Development Cooperation). This unique program focuses on Road Safety in Low & Middle Income Countries, preparing exceptional students from developing countries to become agents of change in their home regions.
Located in Hasselt, Belgium, the program takes an innovative approach to transportation challenges by integrating three core pillars: the individual (human behavior in traffic), the environment (infrastructure design and crash impact minimization), and society (policy development and enforcement). With 10 fully funded scholarships available each year, students are trained to identify transportation and road safety issues and create innovative solutions using knowledge from psychology, economics, urban planning, environmental studies, engineering, and more.

Eligibility Criteria
To be eligible for this scholarship, applicants must:
- Be a citizen of one of the 54 eligible developing countries
- Hold an academic bachelor’s degree in a related domain (civil and transportation engineering, logistics, psychology, behavioral sciences, policy and management studies, urban planning, geography, or related fields)
- Have obtained a strong academic background with minimum 75% average (equivalent to letter grade B or CGPA of 3.0 out of 4.0)
- Be under 35 years of age at time of application
- Not be residing in Belgium or any other industrialized country for more than 12 consecutive months at time of application
- Not have previously benefited from a scholarship for a full study programme provided by VLIR-UOS or by the Belgian Development Cooperation (DGD)
- Must be admitted by Hasselt University to the Master of Transportation Sciences program
Language Requirements:
- TOEFL: minimum score of 80 (internet-based test)
- IELTS Academic: minimum overall band score of 6.5
- Cambridge English: minimum B2 First, C1 Advanced or C2 Proficiency
- ITACE: minimum score of B2
- Duolingo: minimum score of 105
For Chinese citizens: APS certificate required
- No criminal record

Selection Criteria
The ICP Connect Scholarship selection process applies a rigorous, holistic evaluation to identify candidates with strong academic merit and potential to drive positive change in their home countries. Applicants must show academic excellence with at least a 75% average in their bachelor’s studies, supported by full transcripts, and hold degrees in relevant disciplines such as engineering, logistics, behavioral sciences, policy, or urban planning. English proficiency is required (TOEFL 80, IELTS 6.5, or equivalent).
