The 2026 Romanian Government Scholarships are fully funded awards offered annually by the Romanian Ministry of Foreign Affairs for outstanding non-EU citizens to pursue Bachelor’s, Master’s, or PhD studies at accredited Romanian public universities. The programme covers full tuition, provides free accommodation (subject to availability), a monthly stipend, and includes a mandatory one-year Romanian language preparatory course for students who do not speak Romanian. Bachelor’s and Master’s programmes are offered exclusively in Romanian to promote Romanian language and culture, while PhD students may choose programmes in English or other languages offered by doctoral schools.

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be a citizen of a non-EU country
- Must have achieved a minimum average grade of 7 (out of 10) on the Romanian scoring system or equivalent “Good” score from their last graduated school
- Bachelor’s and Master’s applicants must not be older than 35 years; PhD applicants must not be older than 45 years
- Must apply for a field of study available under the scholarship programme (Medicine, Dental Medicine, and Pharmacy are excluded)
- Must have a valid passport and meet health requirements
- Must submit all required documents including diplomas, transcripts, birth certificate, passport copy, and CV
- No IELTS or TOEFL required; no application fee

Selection Criteria
Applicants are assessed based on academic excellence, with candidates required to demonstrate a minimum average grade of 7/10 or equivalent. The Romanian Ministry of Foreign Affairs evaluates applications based on academic transcripts, qualifications, and supporting documentation. Selection results are announced around July 15, 2026.
