The Heydar Aliyev International Education Grant Program is a prestigious, fully funded scholarship initiative jointly launched by the Ministry of Foreign Affairs of Azerbaijan and the Ministry of Science and Education of Azerbaijan to support talented international students seeking higher education opportunities in Azerbaijan. Named in honor of Heydar Aliyev, the National Leader and founder of modern Azerbaijan, the programme reflects the country’s commitment to educational diplomacy and global academic cooperation. Each year, it provides up to 100 grants to qualified students from eligible countries across all levels of study, including undergraduate, master’s, doctoral, and specialized training programmes, with comprehensive coverage of tuition fees, living expenses, and other academic-related costs.

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be a citizen of an eligible country: OIC member states, Non-Aligned Movement member states, Small Island Developing States, or countries with cultural, ethnic, or historical ties to Azerbaijan
- Must apply for Bachelor’s, General Medicine, Master’s, Medical Residency, or PhD programmes at Azerbaijani higher education institutions
- Must meet admission requirements of chosen institution and programme
