The Technical University of Munich offers a range of waiver scholarships and financial support options to international students from non-EU countries who are subject to its international tuition fee, covering both merit-based and need-based pathways. The merit-based waiver scholarship is available to high-achieving Master’s students who are enrolling for the first time at TUM or are in their first semester, and is awarded on the basis of graduating in the top 5% of students at their home university. Successful applicants receive a full waiver of the international tuition fee for two semesters, with the possibility of reapplication. The need-based waiver scholarship supports students who face genuine financial hardship, covering the remaining standard duration of the enrolled degree programme.

Benefits of the Scholarship
This scholarship will provide the following to its recipients:
- Full tuition waiver of TUM international tuition fees for two semesters (merit-based waiver), with the possibility of reapplication
- Need-based waiver covering the remaining standard duration of the degree programme
- One-time financial aid of €500 to €1,800 per semester for students meeting combined merit and need criteria (at least two semesters completed at TUM)
- Renewable every semester

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be a non-EU international student enrolled at TUM and subject to TUM’s international student tuition fee
- For the merit-based waiver: must be enrolling in a Master’s degree programme at TUM for the first time or be in the first semester of study at TUM, and must rank in the top 5% of students at the home university where the entrance qualification for the Master’s programme was obtained
- For the merit-based Bachelor’s waiver: must be in the second semester of enrolment at TUM, with effect from the third semester
- For the need-based waiver: must demonstrate financial hardship according to TUM’s assessment criteria, including proof of income for the applicant, parents, or spouse as applicable
- For the combined merit and need scholarship: must be currently enrolled in an undergraduate or graduate programme, must have completed at least two semesters at TUM
- must demonstrate a good academic record and low income, and must not have previously received support from the Oskar Karl Forster Scholarship Fund
- A valid ranking certificate from the home university is required for merit-based applications and must be submitted with a valid online verification code or qualified electronic signature, or as an original ink-stamped physical document within two weeks after the application deadline
- All foreign-language documents must be translated into German or English by a sworn or officially appointed translator

Selection Criteria
For the merit-based waiver, applicants are ranked according to their university ranking certificate from their home institution, with scholarships awarded to those at the top of the ranking list to the extent of the available allotment. Where multiple applicants are ranked equally and scholarships are insufficient to cover all, the remaining awards are allocated by lot, with gender equality aspects taken into account. For the need-based waiver, financial need is assessed in accordance with TUM’s waiver scholarship guidelines, with the award covering the remaining standard duration of the enrolled programme. Only complete applications are accepted, and applications are rejected if the applicant does not meet the stated eligibility requirements.
