The DAAD Hilde Domin Programme is a scholarship programme administered by the German Academic Exchange Service (DAAD) with funds from the Federal Foreign Office, designed to support students and doctoral candidates from across the globe who are at risk of being formally or de facto denied educational or other rights in their country of origin. Named after Hilde Domin, the celebrated German poet who spent more than 20 years in exile before returning to Germany and becoming known as the “poet of return,” the programme provides scholars with the opportunity to begin or complete a degree or research programme at a higher education institution in Germany in a secure and supportive environment. Potential candidates cannot apply directly for the programme but are nominated by the management of an eligible institution or organisation legally domiciled in Germany that carries out activities in the field of science, research and teaching, the protection of human rights, the promotion of peace and democracy, or the rule of law.
The long-term goal of the scholarship programme is to enable students and doctoral candidates to complete their higher education studies or research projects in a secure environment, equipping them to contribute meaningfully to political, economic, and social development in their countries of origin or in Germany or third countries upon completion of their studies. Beneficiaries are further supported through participation in interdisciplinary training activities throughout the duration of their scholarship. The programme is open to students and doctoral candidates from all academic disciplines except human medicine, dentistry, veterinary medicine, pharmacy, and law, with nominations accepted on a rolling basis and application periods opened twice a year in alignment with German university semester cycles.
Benefits of the Scholarship
This scholarship will provide the following to its recipients:
- A monthly scholarship payment of currently €992 for master’s students or €1,400 for doctoral candidates
- Health, accident, and personal liability insurance cover
- A travel allowance based on the country of origin or present residence
- If applicable, participation in a preparatory German language course of two, four, or six months according to previously acquired and required language skills

Eligibility Criteria
To be eligible for this scholarship, applicants must meet the following:
- Must be a student aiming for a master’s degree or a doctoral candidate from outside EU/EEA/EFTA countries, Andorra, Monaco, San Marino, and the United Kingdom
- Must be at risk of being formally or de facto denied educational rights or other rights in their country of origin due to ethnic, sexual, gender, or religious identity or political or civic engagement
- Must be able to prove or credibly demonstrate a threat to personal well-being or safety such as physical violence, arrest, or denial of civil and educational rights to the nominating institution
- Must hold educational certificates that enable entrance to a higher education institution and warrant the pursuit of the desired higher education qualification according to the anabin database
- Must not already be residing in Germany or the European Union at the time of nomination
- Must have sufficient knowledge of German or English at level B2 by the nomination deadline
- Eligible for all academic disciplines except human medicine, dentistry, veterinary medicine, pharmacy, and law
- Nominations for visual arts, performing arts, design, visual communication, music, film, and architecture can only be submitted by accredited higher education institutions

Selection Criteria
The final selection of candidates is carried out by an independent selection committee appointed by the DAAD, with both the status of risk and academic performance assessed as part of the selection process, following an initial plausibility check by the DAAD of nominations submitted by eligible institutions and organisations, after which suitable candidates are contacted and invited to apply via the DAAD online application portal, and application documents are verified for completeness and formal correctness before being forwarded to the selection committee.
