The Procope Programme (known as PHC Procope on the French side and PPP Frankreich on the German side) is a bilateral research cooperation programme that has been supporting the development and intensification of collaborative research activities between France and Germany since 1986. The programme is funded in France by the Ministry for Europe and Foreign Affairs (MEAE) and the Ministry for Higher Education and Research (MESR), and implemented by Campus France; in Germany, it is funded by the Federal Ministry for Research, Technology and Space (BMFTR) and implemented by the German Academic Exchange Service (DAAD). Projects run for two years, during which short-term researcher exchanges between the two countries take place repeatedly up to a maximum of 30 days for the French team and 50 days for the German team per year.

The DAAD (Deutscher Akademischer Austauschdienst) is Germany’s national agency for international academic exchange, and Campus France is the French agency for the promotion of higher education, student services, and international mobility. Together, through the Procope Programme, these two agencies have fostered over 40 years of Franco-German scientific cooperation, facilitating hundreds of joint research projects across all scientific disciplines and supporting the career development of young researchers on both sides. The programme celebrates its 40th anniversary in 2026.

Benefits of the Programme

This programme will provide the following to its recipients:

  • Per diem allowances for researchers conducting short-term mobility stays: €150 per day for French team members travelling to Germany; between €89 and €130 per day (depending on location and status) for German team members travelling to France
  • Return travel allowances: up to €450 per trip for French researchers travelling to Germany; between €325 and €400 (depending on status) for German researchers travelling to France
  • Average annual funding of approximately €6,000 per project per year for the French team (based on 2025 figures)

Eligibility Criteria

To be eligible for this programme, applicants must meet the following:

  • Must be a tenured researcher at a research laboratory affiliated with a higher education institution or research organisation in France or Germany
  • Companies may participate in the project, provided they are associated with an academic partner
  • Projects that have previously received support under this programme are not eligible to reapply immediately after completion; a gap of at least two years between the end of a project and submission of a new application is required
  • Applications must be co-submitted by both French and German project leaders simultaneously to their respective national agencies (Campus France and DAAD); applications submitted by only one side will not be accepted
  • All scientific disciplines are eligible

Selection Criteria

Eligible projects undergo separate scientific evaluation on each side of the border, after which representatives from both countries meet — alternately in France and Germany — to compare evaluations and jointly decide on the projects to be supported. Projects are assessed based on the scientific quality of the proposed project, the scientific quality and expertise of both the French and German teams, the relevance and complementarity of the partnership, the active participation and mobility of young researchers (particularly doctoral and postdoctoral researchers), and the potential for structuring or valorising the project through larger funding programmes such as ANR/DFG or Horizon Europe. Special attention is given to projects that demonstrate a strong dissemination and valorisation strategy and a European network dimension.
