The Hong Kong PhD Fellowship Scheme (HKPFS) was established by the Research Grants Council (RGC) of Hong Kong in 2009 to attract the best and brightest students from around the world to pursue PhD studies at Hong Kong’s world-class universities. The scheme is open to all candidates regardless of their country of origin, prior work experience, or ethnic background, and awards 400 PhD Fellowships per academic year across eight participating universities. Shortlisted applications are reviewed by one of two Selection Panels the Sciences, Medicine, Engineering and Technology Panel, or the Humanities, Social Sciences and Business Studies Panel comprising experts in the relevant broad areas. Applications must be submitted through the RGC’s online application system, and applicants must simultaneously apply for admission to their chosen university.

The eight participating universities in the HKPFS are: City University of Hong Kong (CityUHK); Hong KongBaptist University (HKBU); Lingnan University (LU); The Chinese University of Hong Kong (CUHK); The Education University of Hong Kong (EdUHK); The Hong Kong Polytechnic University (PolyU); The Hong Kong University of Science and Technology (HKUST); and The University of Hong Kong (HKU). All eight institutions are internationally recognised research universities consistently ranked among the world’s leading institutions in their respective disciplines. Hong Kong itself is a vibrant, cosmopolitan global city offering world-class research infrastructure, a dynamic international academic community, and outstanding quality of life, making it one of Asia’s premier destinations for postgraduate research.

Benefits of the Programme

This programme will provide the following to its recipients:

  • An annual stipend of HK$344,400 (approximately US$44,150)
  • An annual conference and research-related travel allowance of HK$14,400 (approximately US$1,840)
  • Funding up to 3 years
  • Additional support beyond 3 years may be provided by the chosen university for awardees requiring more time to complete their PhD

Eligibility Criteria

To be eligible for this programme, applicants must meet the following:

  • Must be seeking admission as a new full-time PhD student at one of the eight participating universities in Hong Kong
  • Open to candidates of all nationalities, all countries of origin, all prior work experience levels, and all ethnic backgrounds — there are no restrictions
  • Must demonstrate outstanding qualities of academic performance, research ability and potential, communication and interpersonal skills, and leadership abilities
  • Must simultaneously apply for admission to at least one of the eight participating universities while submitting the HKPFS application through the RGC’s online system

Selection Criteria

While academic excellence is the primary consideration, the HKPFS Selection Panels assess candidates across four key criteria: academic excellence; research ability and potential; communication and interpersonal skills; and leadership abilities. Shortlisted applications are reviewed by one of two expert Selection Panels Sciences, Medicine, Engineering and Technology, or Humanities, Social Sciences and Business Studies depending on the applicant’s area of study. A nomination is not a guarantee of selection, and 400 fellowships are awarded annually from the global pool of nominations submitted by the eight participating universities. Applicants are encouraged to apply early and to contact their university of choice directly regarding the university-level admission requirements and internal nomination process.
