The Commonwealth PhD Scholarships for Least Developed Countries and Vulnerable States are funded by the UK Foreign, Commonwealth & Development Office (FCDO) and administered by the Commonwealth Scholarship Commission in the UK (CSC), operating within the framework of the Commonwealth Scholarship and Fellowship Plan (CSFP). These scholarships are designed to contribute to the development needs of Commonwealth countries by supporting doctoral research that will have a direct developmental impact, and by enhancing individual and institutional teaching and research capacity in eligible Commonwealth countries. Scholarships are offered under the CSC’s six development themes: Science and Technology for Development; Strengthening Health Systems and Capacity; Promoting Global Prosperity; Strengthening Global Peace, Security, and Governance; Strengthening Resilience and Response to Crises; and Access, Inclusion, and Opportunity. Applications must be submitted through the CSC’s online application system and simultaneously through a participating nominator — either a National Nominating Agency (NNA), a selected university or university body, or a selected NGO or charitable body.
The Commonwealth Scholarship Commission in the UK (CSC) is an executive non-departmental public body sponsored by the UK Foreign, Commonwealth & Development Office (FCDO), responsible for administering UK-funded Commonwealth scholarships since 1960. The CSC operates within the Commonwealth Scholarship and Fellowship Plan (CSFP) and has supported more than 31,000 scholars and fellows from across the Commonwealth, including prime ministers, Nobel Prize winners, and leading academics, researchers, and development professionals worldwide.

Selection Criteria
Applications are assessed by the CSC based on three core criteria: academic merit; quality of the research proposal; and potential impact on the development of the candidate’s home country. Candidates must link their application answers explicitly to each selection criterion. A strong Development Impact Statement — addressing global, national, and local development issues; intended application of new skills post-scholarship; expected development outcomes, timeframe, and beneficiaries; and measurable impact indicators — is central to the assessment. References must address the applicant’s capacity to grasp concepts analytically, original thought, motivation and perseverance, and potential for development impact. A supporting statement from a proposed UK supervisor confirming their willingness to supervise and the availability of appropriate facilities is mandatory. Nominators pre-select candidates and submit nominations to the CSC by December, and the CSC makes final selections from the pool of nominations — a nomination is not a guarantee of selection.
