The GovAI DC Winter Fellowship is a three-month bipartisan opportunity designed to accelerate or launch impactful careers in American AI governance and policy. Winter Fellows join GovAI in Washington, DC, from January 18 to April 9, 2027, to conduct an independent research project of their choice, guided by an expert supervisor from the GovAI team or network, with the work intended to result in an output such as a report, white paper, journal article, op-ed, or blog post aimed at an audience relevant to AI policy. The fellowship is a full-time, in-person role offering a stipend of $21,000 plus travel support to DC, lunch on weekdays, and a desk in GovAI’s DC office; only candidates with the right to work in the US are eligible, as GovAI does not sponsor visas for this fellowship.
The Centre for the Governance of AI (GovAI) was founded at Yale University in 2016, becoming one of the first academic groups to study the policy implications of AI progress, and published its first research agenda in 2018, helping define and shape the nascent field of AI governance. GovAI now operates independently as a 501(c)(3) think tank, with a mission to help decision-makers navigate the transition to a world with advanced AI. Its team and affiliate community hold expertise across AI development best practices, risk analysis, the economics of AI, US-China relations, AI regulation, and AI progress forecasting, with alumni, affiliates, and staff who have worked in bodies such as the US National Security Council, the White House Office of Science and Technology Policy, the Senate, leading think tanks (CSIS, CSET, CNAS, RAND), top AI companies (OpenAI, Anthropic, Google DeepMind), and universities including Yale, Stanford, and MIT.

Eligibility Criteria
To be eligible for this programme, applicants must meet the following:
- Must have the right to work in the United States, as GovAI does not sponsor visas for this fellowship
- Open to candidates from a broad range of professional backgrounds, including government, academia, industry, or civil society
- No strict degree requirements; promising undergraduates are also welcome to apply
- Relevant professional experience, research experience, or graduate study is welcomed in fields such as public policy, political science, engineering, computer science, economics, biosecurity, cybersecurity, China studies, or risk management, though this is by no means an exhaustive list
- Must be available for a full-time, in-person fellowship in Washington, DC, from January 18 to April 9, 2027 (part-time arrangements at a pro-rated salary may be possible for current DC-based professionals already working in roles relevant to AI governance)

Selection Criteria
GovAI assesses candidates against four core strengths, or positive signs of being able to develop them: quality of work (the ability to produce clearly written, insightful, and even-handed research or policy advice); relevant expertise (skills or knowledge helpful for AI policy work, which can take many forms, with no strict degree requirements); judgement (the ability to prioritize between research or policy directions, with good intuitions about feasibility); and team fit (openness to feedback, commitment to intellectual honesty and rigor, comfort expressing uncertainty, and a serious interest in contributing to a successful transition to a world with advanced AI). The programme is committed to intellectual diversity and bipartisanship, bringing together fellows with a range of political backgrounds.
