The DGES Bolsa de Estudo is Portugal’s national, means-tested study grant for higher education students, awarded under the Regulamento de Atribuição de Bolsas de Estudo a Estudantes do Ensino Superior (RABEEES). It serves as an important instrument for promoting equal opportunity in access to and continuation of higher education, supporting students enrolled in Higher Technical Professional Courses (CTeSP) and in cycles of studies leading to a Bachelor’s or Master’s degree. The grant request is submitted exclusively online, through the BeOn platform, and students must verify and validate all submitted data before final submission, as most personal data cannot be altered afterward except address, phone contacts, email, and IBAN.
DGES, the Direção-Geral do Ensino Superior, has historically played a central role in defining, monitoring, and implementing Portugal’s higher education public policy, including management of access and admission regimes, oversight of social support (ação social), and organization of information on the higher education network. As part of a broader public administration reform, DGES has closed its institutional cycle, with its responsibilities now being integrated into the Instituto para o Ensino Superior, I.P. (IES, I.P.), ensuring continuity of its functions and services.

Eligibility Criteria
To be eligible for this programme, applicants must meet the following:
- Must be matriculated and enrolled in a Portuguese higher education institution
- Must not already hold a Bachelor’s degree or higher, if enrolled in a course leading to that degree
- Household per capita income must not exceed 23 times the value of the Indexante dos Apoios Sociais (IAS)
- Household movable assets must not exceed 240 times the IAS value
- Must have a regularized tax and social security situation
- Must be a Portuguese citizen; an EU citizen with permanent residence rights in Portugal; or fall under eligible categories of third-country nationals, including holders of permanent residence permits, long-term resident status, nationals of countries with reciprocal cooperation agreements, stateless persons, or holders of political refugee or temporary protection status

Selection Criteria
Eligibility is verified by the Serviços de Ação Social (SAS) or Gabinete de Ação Social (GAS) of the applicant’s higher education institution, against the cumulative conditions set out in the RABEEES regulation. The grant value is calculated based on the difference between the reference grant ceiling and the student’s household per capita income. Students who enter higher education through the National Access Competition and were beneficiaries of family allowance tiers 1, 2, or 3 may qualify for automatic grant attribution, with a decision issued within 3 days of each admission phase’s results. Submitted applications are reviewed within 30 days, which may result in an adjustment to the grant value or cancellation of the award.
