The Rosa-Luxemburg-Stiftung Scholarship Department awards financial grants to highly qualified undergraduate and doctoral students from Germany and abroad who demonstrate above-average academic achievement and strong social and political engagement in line with the aims of the Foundation. The programme operates on the principle of direct application applicants apply directly to the Foundation rather than being nominated and offers three main types of support: the Study Scholarship for undergraduate and Master’s students (including the Lux like Studium programme for school students from non-academic backgrounds); International Scholarships for foreign Master’s and PhD students temporarily residing in Germany for study or research purposes; and Doctoral Scholarships for domestic and foreign PhD students from all disciplines (except medicine, dentistry, and veterinary medicine), lasting up to three years.
The Rosa-Luxemburg-Stiftung is one of Germany’s six major political foundations, affiliated with the Left Party (Die Linke), and is headquartered in Berlin. Named after the Polish-German socialist revolutionary Rosa Luxemburg (1871–1919), the Foundation is dedicated to democratic socialism, social justice, and political education, operating through an international network of offices and partner organisations across more than 25 countries.
Benefits of the Programme
Depending on the type of scholarship, it will provide the following to its recipients:
- Monthly base stipend up to €1,400
- Mobility allowance of €100 per month
- Flat-rate additional benefit of €20 per month
- Monthly research allowance of €100
- Supplementary health insurance contributions
- Funding for research stays and conference participation abroad
- Access to the same academic support and networking program.
- Funding for study-related stays abroad, including:
- Study trips
- Conference participation
- Semesters abroad
- Mandatory internships abroad

Eligibility Criteria
To be eligible for this programme, applicants must meet the following:
- Must demonstrate high scholarly and professional qualifications, evidenced by above-average academic achievement at school and/or university
- Must demonstrate social and political engagement in line with the aims of the Rosa-Luxemburg-Stiftung
- Must have at least B2-level German language proficiency
- Study Scholarships (domestic students and eligible international students): must meet the nationality requirements set out in §8 of the German Federal Law on Education and Training (BAföG), applicable to students holding a German passport, immigrants with prospects of permanent residence in Germany, and limited funding for students from EU member states; students must be enrolled in an undergraduate or Master’s programme at a state or state-recognized German university; scholarship is available from the second semester onward
- Lux like Studium: for German students and a portion of international students meeting special criteria under §8 BAföG; designed specifically for students from non-academic backgrounds; available from the first semester onward
- International Scholarships: for foreign students (Master’s only) and PhD students temporarily residing in Germany for study or research purposes; applicants must reside in Germany for their course of study and plan to return to their home country after completing their education; citizens from other EU countries may also apply
- Doctoral Scholarships: open to domestic and foreign PhD students from all disciplines, except medicine, dentistry, and veterinary medicine; doctoral students must be accepted at a German university
- Preference is given to applications from women, students of non-academic and migrant backgrounds, the socially needy, and people with disabilities who demonstrate comparable achievements and commitment; applications from students in scientific, technical, and vocational college disciplines are actively encouraged

Selection Criteria
Applications are assessed by the Rosa-Luxemburg-Stiftung’s Scholarship Department against four criteria: high scholarly and professional qualifications (demonstrated through above-average academic achievement); political and social engagement in line with the Foundation’s values; German language proficiency (B2 level or above); and personal and family background, with active preference given to applicants from underrepresented groups, including women, students from non-academic and migrant backgrounds, the socially needy, and people with disabilities who demonstrate comparable achievements and commitment.
