The Japanese Government (MEXT) Scholarship at the University of Tsukuba is offered by Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) and is available to prospective international students through two distinct application routes: Embassy Recommendation and University Recommendation. Under the Embassy Recommendation route, applicants apply through the Japanese Embassy or Consulate in their home country, pass the first screening, and then request a Letter of Provisional Acceptance from the University of Tsukuba by September 1, 2025, before MEXT makes its final decision.

- A monthly stipend of approximately ¥117,000 to ¥145,000

Eligibility Criteria
To be eligible for this programme, applicants must meet the following:
- Must be a citizen of a country that maintains diplomatic relations with Japan
- Embassy Recommendation: must apply through and pass the first screening of the Japanese Embassy or Consulate in the applicant’s home country; application schedules and procedures vary by country and by the intended student status category (Research Student, Undergraduate, Master’s, or Doctoral); applicants who pass the first screening must then request a Letter of Provisional Acceptance from the University of Tsukuba
- University Recommendation – General Program: must be from a MEXT-designated nationality; must contact and secure support from a prospective academic advisor at Tsukuba before applying; limited to a maximum of 3 nominations per year; no restrictions on research field
- University Recommendation – Special Program: must apply to and pass the entrance examination of the relevant pre-approved MEXT-funded degree programme offered by the University of Tsukuba; the Special Program is provided only for degree students
- Must demonstrate strong academic achievement and research or study potential; for the General Program, applicants must apply via the university’s official online application portal between November and December of the year preceding intended enrolment

Selection Criteria
Under the Embassy Recommendation route, candidates are first screened by the Japanese Embassy or Consulate in their home country; those who pass are then assessed by MEXT, which makes the final selection decision. Under the University Recommendation – General Program route, the University of Tsukuba conducts an internal review of all applicants who have secured the support of a prospective academic advisor, then nominates a maximum of 3 candidates to MEXT for final selection; only selected applicants are notified of the result, between January and June of the following year. Under the University Recommendation – Special Program route, candidates must pass the entrance examination of their chosen pre-approved programme before being nominated by the University to MEXT.
