The DAAD Helmut-Schmidt-Programme, also known as Public Policy and Good Governance (PPGG), supports future leaders from developing and emerging countries who want to promote democracy and social justice in their home regions. Funded by the German Federal Foreign Office, the programme offers the chance to acquire a Master’s degree in programmes of particular relevance to the social, political, and economic development of the students’ countries of origin, educating highly qualified graduates in political science, law, economics, and administration in light of the principles of Good Governance.

DAAD, the German Academic Exchange Service (Deutscher Akademischer Austauschdienst), is Germany’s national agency for the support of international academic cooperation. Funded primarily by the German Federal Foreign Office and jointly run by German universities and student bodies, DAAD promotes international exchange of students, researchers, and academics, offering a wide range of scholarship programmes for international students and researchers, including programmes such as the Helmut-Schmidt-Programme that target candidates from developing and emerging countries.

This programme will provide the following to its recipients:

Full tuition fees coverage
A monthly allowance of €992
Contributions to health insurance in Germany
An appropriate travel allowance
A study and research subsidy
Rent subsidies and/or allowances
A mandatory 4-month German language course prior to the start of the study programme

Eligibility Criteria

To be eligible for this programme, applicants must meet the following:

Must be a citizen of an eligible developing or emerging country (see the official list of countries)
Must hold a well-qualified first university degree, as a rule in the fields of social and political sciences, law, economics, public policy, or administration
Must be willing to actively contribute to the social, political, and economic development of their home country or region
Must have already gained practical experience relevant to the programme, such as professional experience, internships, or political/social commitment
Must meet the language requirements and additional selection criteria of the specific Master’s course applied to, in addition to DAAD’s own selection criteria

Selection Criteria

Candidates are selected on the basis of their academic qualifications, in addition to the individual selection criteria set by each participating Master’s course, which may include degree results, grades, language skills, and relevant work experience. Since applications are submitted directly to the chosen university rather than to DAAD, each institution evaluates candidates against both its own programme requirements and the eligibility conditions of the Helmut-Schmidt-Programme.
