The German Bundestag International Parliamentary Scholarship (IPS) is one of Germany’s most prestigious parliamentary exchange programmes, founded in 1986 and offered annually by the German Bundestag under the patronage of the President of the Bundestag. Every year, approximately 120 politically and socially engaged young university graduates from up to 50 countries are invited to Berlin to gain an in-depth insight into Germany’s parliamentary system, political decision-making processes, and democratic institutions through a five-month programme of parliamentary placements, academic courses, seminars, and workshops. The core of the IPS Global programme is a three-month placement in the office of a Member of the Bundestag, during which participants shadow the MP and their staff.
The German Bundestag, established in 1949 and headquartered in the Reichstag building in Berlin, is the federal parliament of the Federal Republic of Germany and one of the world’s most respected democratic legislative institutions. As the directly elected legislative body of Germany, the Bundestag plays a central role in enacting legislation, overseeing the federal government, and representing the interests of the German people. Through its International Parliamentary Scholarship programme, the Bundestag has for nearly four decades actively contributed to the global strengthening of democratic values and parliamentary culture, fostering lasting partnerships between Germany and participating countries around the world.

Eligibility Criteria
To be eligible for this programme, applicants must meet the following:
- Must hold citizenship of one of the participating countries (IPS Global: up to 50 countries including Albania, Algeria, Argentina, Armenia, Azerbaijan, Bosnia and Herzegovina, Bulgaria, Chile, Canada, Colombia, Croatia, Cyprus, Czech Republic, Egypt, Estonia, France, Georgia, Greece, Hungary, Indonesia, Iraq, Israel, Jordan, Kazakhstan, Kosovo, Latvia, Lebanon, Libya, Lithuania, Malaysia, Moldova, Mongolia, Montenegro, Morocco, Namibia, New Zealand, North Macedonia, Palestinian Territories, Poland, Romania, Serbia, Slovakia, Slovenia, South Africa, Syria, Tunisia, Turkey, Ukraine, United States, and Uzbekistan; IPS Africa: Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, Tanzania, and Uganda)
- Must be under 30 years of age at the start of the scholarship
- Must hold a completed university degree (Bachelor’s or higher) in any subject — in justified cases, proof of degree completion may be submitted at a later date, but no later than December 31, 2026
- Must demonstrate a strong interest in political and social affairs
- Must demonstrate social and/or political civic engagement
- Must have very good German language skills — at least Level B2 of the Common European Framework of Reference for Languages (CEFR)

Selection Criteria
The selection process is two-stage. In the first stage, the relevant German Embassy or Consulate in the applicant’s home country conducts a pre-selection of the strongest candidates from each participating country. Shortlisted candidates are then invited to a personal interview held between July and December. The final selection is made by a Selection Committee of the German Bundestag on the basis of the applicant’s linguistic proficiency in German, academic and professional qualifications, social and political civic engagement, intercultural competence, and credible commitment to democratic values and civil society in their home country. The Bundestag has stated that it is looking for candidates with a genuine intention to return home and contribute to democratic development in their societies.
