The CEEPUS (Central European Exchange Program for University Studies) is a regional academic mobility programme that enables university students and teachers from Central Europe and the Western Balkans to study, teach, or carry out research at partner institutions in Hungary and other CEEPUS member countries. Participants can apply for a semester-long period (3–10 months), a summer school (6–30 days), or a short-term mobility covering activities such as field trips, thesis preparation, or internships. The programme aims to establish genuine academic connections between the Central European regions and offers opportunities to live and study in countries that share a common cultural heritage and a strong background in academic cooperation.

Hungary’s higher education system includes a range of internationally accredited universities offering English-taught programmes across all major disciplines. The CEEPUS programme in Hungary is administered by the Tempus Public Foundation, which is responsible for managing numerous international scholarship and mobility programmes on behalf of the Hungarian government. Hungary currently participates in all CEEPUS mobility types network, short-term, teacher, and freemover making it one of the most active CEEPUS destinations in the Central European region.

Eligibility Criteria

To be eligible for this programme, applicants must meet the following:

Must be an enrolled student or a teacher at an accredited university or college in one of the CEEPUS member countries: Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, Kosovo, Moldova, Montenegro, North Macedonia, Poland, Romania, Serbia, Slovakia, and Slovenia
For a student grant, must have completed at least two semesters of studies
Holders of a different citizenship who are enrolled students or teachers in a CEEPUS member country are still eligible to apply
Citizens of a CEEPUS member country who study or teach in a third country (outside the member countries) are not eligible to apply
Applicants may not receive a grant to study or teach in their home country (country of citizenship and country of residence)
Must not receive a second mobility scholarship from other sources to cover costs for the same mobility activity, destination, and period (double financing is not allowed)
For students, the total duration of the study period may not exceed 10 months each for the BA and MA cycles

Selection Criteria

For network mobility, both the home and host institutions’ CEEPUS network coordinators must support the application. For Freemover applicants, a Letter of Acceptance from the Hungarian host university is required before submitting an application. Student mobility applications are assessed based on the quality of the motivation statement, the proposed activities during the mobility period (attending lectures, seminars, credit acquisition, and optional internship), and the support of the relevant network coordinators. For short-term student mobility, the relevance of the planned consultation, research activity, or laboratory work to the applicant’s thesis or dissertation is a key criterion. For teacher mobility, a minimum of 6 teaching or supervising hours at the host institution is mandatory, and research activities, conference visits, or partner meetings alone cannot be the sole aim of the mobility.
