The Singapore-Southeast Asia Fellowship (S-SEAF) is a research fellowship programme offered by the Agency for Science, Technology and Research (A*STAR) of Singapore, designed to strengthen research networks between Singapore and Southeast Asia through talent mobility, knowledge exchange, and collaborative research. The fellowship supports both inbound and outbound researchers. Inbound S-SEAF supports outstanding researchers from Southeast Asia to work on projects at eligible Singapore host institutions, while Outbound S-SEAF supports Singapore-based researchers to work on projects at host institutions in other Southeast Asian countries. Applications open in April each year, close on August 1, and award results are announced in November. Applicants must co-develop their research proposal with their proposed host institution and obtain the required institutional endorsement before submitting an application.

The Agency for Science, Technology and Research (A*STAR) is Singapore’s lead public sector agency for fostering world-class scientific research and talent for a vibrant knowledge-based and innovation-driven economy. A*STAR oversees 14 research entities across biomedical sciences and physical sciences and engineering, and actively builds strong partnerships with industry, academia, and international research networks. Through fellowships such as S-SEAF, A*STAR contributes to the development of a dynamic regional research ecosystem, strengthening Singapore’s scientific ties with its Southeast Asian neighbours while building research capability across the ASEAN region.

Eligibility Criteria

To be eligible for this programme, applicants must meet the following:

Must hold a PhD degree in a STEM discipline
Must be fluent in written and spoken English
Inbound S-SEAF: Must be a citizen of an ASEAN country (Singapore Permanent Residents are not eligible)
Outbound S-SEAF: Must be a Singapore Citizen or Singapore Permanent Resident; Singapore PRs who are nationals of ASEAN countries are not eligible for outbound attachments to their home country
Must be employed by a Singapore institution for the entire duration of the fellowship — the Singapore institution serves as the host institution for inbound fellows and the home institution for outbound fellows
Must identify and engage a suitable host institution and co-develop the research proposal with the host, obtaining institutional endorsement prior to submission

Selection Criteria

Proposals are evaluated primarily on the novelty, innovative merit, and feasibility of the proposed research; the academic qualifications and research track record of the applicant; the relevance of the proposed research to Singapore and Southeast Asia; alignment with S-SEAF research themes (with priority given to Infectious Diseases, the anchor theme, and any additionally identified theme published when applications open); the applicant’s leadership potential; and the research impact and potential for follow-on collaborative work. Eligible host institutions in Singapore include A*STAR research institutes, autonomous universities, academic medical centres, and national research or clinical centres. Eligible host institutions in Southeast Asia include public research and higher education institutions with demonstrated research capabilities in the relevant thematic areas.
